3 stages : pre-writing, drafting , revising.
In which stage should the reader spend the most time? I don't know which stage should the reader spend the most time. I think you mean that in which stage should the "writer" spend the most time?
The writer should spend most time in pre-writing. Pre-writing is the process that gives a writer ideas, directions, purposes before this writer begin to draft his or her paper. It provides writer a chance to brainstorm, outline, find ideas for the paper.
